Jackson County Parks and Recreation is in charge of the public park known as Hurricane Shoals Park, which can be found near Commerce City in the U.S. state of Georgia and is easily accessible through State Route 82 Conn. The North Oconee River was crossed by a covered bridge that had been built in 1872 and measured 127 feet in length. and 1925, a hydroelectric generating facility was constructed to supply the expanding town and the surrounding area with energy. Although there were two turbines constructed, only one of them was ever put into use. In 1930, Georgia Power made the acquisition and began operating the facility, but after only two years of use, they decided to shut it down.

In 1962, The Hurricane Shoals Park Association, Inc. was established to purchase a large portion of the existing property from Georgia Power to preserve the historic region as a recreational facility. This was done to protect the area as a recreational facility. The acquisition of financing on the federal, state, and municipal levels through the year 1977 allowed for the construction of a pavilion, picnic shelters, restrooms, a footbridge, as well as picnic tables and grills.
